目前低空经济场景的深度拓展目前处于快速发展阶段,但面临政策、技术、商业化等多重挑战。据资料2023年中央经济工作会议将低空经济列为战略性新兴产业,2024年政府工作报告明确其为新增长引擎。浙江、广东、江苏等省份已出台专项规划,如浙江计划到2027年建成15个以上通用机场,广东目标2026年低空经济规模超3000亿元。湖南、四川、海南等地也试点低空空域管理改革,如四川实现“报备制”空域管理,海南划定全国首个省级低空空域图。浙江因未纳入试点,仍依赖“审批制”,制约发展。技术应用与商业化探索方面:无人机场景,无人机在农林植保、物流配送、灾害救援等领域已形成一定规模,但商业化盈利模式尚未成熟。2023年浙江无人机产值仅25亿元,远低于深圳960亿元。eVTOL与载人飞行,eVTOL(电动垂直起降飞行器)处于技术验证阶段,上海已形成产业集群,浙江企业数量较少。AS700载人飞艇等产品开始商业化运营,但载人出行大规模应用预计2030年后。问题在于,有效场景不足,部分技术成果因缺乏应用场景难以产业化,如无人机“+”模式(如快递物流)尚未形成稳定盈利模式。新兴消费场景(低空培训、跳伞运动)市场规模较小。收益分配与地方保护,场景开放存在收益分配不清、地方保护等问题,影响新技术落地。
据专家统计,预计到2026年,中国低空经济规模将超万亿元,2030年载人出行有望商业化。但需突破空域管理、政策法规、产业集群等瓶颈。在此背景下,在低空经济场景深度拓展态势下,为探讨低空经济场景深度拓展相关问题,在有关权威机构的支持下,巴克豪斯世界低空经济产业网举办“低空经济场景深度拓展论坛”。本次论坛将邀请政府相关部门、业内专家、学者和企业家,为低空经济产业低空经济场景深度拓展的新问题。我们诚邀低空经济、通用航空、无人机技术、eVTOL等相关企业相聚,共同就低空经济场景深度拓展的现状、挑战与机遇进行交流,促进产学研用深度融合。本次低空经济场景深度拓展论坛安排征稿,以低空经济场景深度拓展为主题。

At present, the deep expansion of low altitude economic scenarios is in a rapid development stage, but it faces multiple challenges such as policies, technology, and commercialization. According to data, the 2023 Central Economic Work Conference listed low altitude economy as a strategic emerging industry, and the 2024 government work report clearly identified it as a new growth engine. Zhejiang, Guangdong, Jiangsu and other provinces have issued special plans. For example, Zhejiang plans to build more than 15 general airports by 2027, while Guangdong aims to achieve a low altitude economic scale of over 300 billion yuan by 2026. Hunan, Sichuan, Hainan and other places are also piloting reforms in low altitude airspace management. For example, Sichuan has implemented "reporting system" airspace management, and Hainan has designated the first provincial-level low altitude airspace map in China. Due to not being included in the pilot program, Zhejiang still relies on the "approval system", which restricts its development. In terms of technological application and commercial exploration, drone scenarios have formed a certain scale in fields such as agricultural and forestry crop protection, logistics distribution, and disaster relief, but the commercial profit model is not yet mature. In 2023, the output value of unmanned aerial vehicles in Zhejiang will only be 2.5 billion yuan, far lower than Shenzhen's 96 billion yuan. EVTOL and manned flight, eVTOL (electric vertical takeoff and landing vehicle) is in the technical verification stage, Shanghai has formed an industrial cluster, and the number of enterprises in Zhejiang is relatively small. Products such as the AS700 manned airship have begun commercial operation, but the large-scale application of manned transportation is expected after 2030. The problem lies in the insufficient effective scenarios, and some technological achievements are difficult to industrialize due to the lack of application scenarios, such as the "+" mode of drones (such as express logistics), which has not yet formed a stable profit model. The market size of emerging consumer scenarios (low altitude training, skydiving) is relatively small. There are issues with unclear profit distribution and local protection in scenario opening, which affect the implementation of new technologies. According to expert statistics, it is expected that by 2026, the scale of China's low altitude economy will exceed one trillion yuan, and manned travel is expected to be commercialized by 2030. But it is necessary to break through bottlenecks such as airspace management, policies and regulations, and industrial clusters. In this context, under the trend of deep expansion of low altitude economic scenarios, in order to explore related issues of deep expansion of low altitude economic scenarios, with the support of relevant authoritative institutions, the Buckhouse World Low altitude Economic Industry Network held the "Forum on Deep Expansion of Low altitude Economic Scenarios".
